The Finance Department is headed by the University Bursar's office whose mandate is derived from the University and other Tertiary institutions’ Act 2001 as amended. The University Busur responsible to the Vice Chancellor. University Bursar budgets, Accounts, Plans revenue collection and expenditure management, manages the recurrent and development budget for the University in line with the  Constitution of Republic of Uganda, the Universities and Other Tertiary Institutions Act 2001,Public Finance Management Act 2015,The Income Tax Act Cap 340, The Accountants Act 2013, The Employment Act 2006,The National Audit Act 2008, The Public Procurement and Disposal of Public Assets Act 2003 ,The National Social Security Fund Act Cap 222,Treasury Accounting Instruction 2017,Public Finance Management Regulation 2016 ,the  Busitema University University Human Resource Manual

About the Office

The principal focus of the Office of the Deputy Vice Chancellor for Academic Affairs and Research is to advance the university’s mission by promoting excellence in teaching, research, innovation, and community engagement. The DVC-AA oversees the formulation and implementation of academic policies, research strategies, and quality assurance frameworks to ensure the highest standards of education at the University

In accordance with Section 32 of the Universities and Other Tertiary Institutions Act, 2001 (as amended), the Deputy Vice Chancellor for Academic Affairs serves as the First Deputy Vice Chancellor and assumes the functions of the Vice Chancellor on his/her absence. The Office of the Deputy Vice Chancellor for Academic Affairs oversees key divisions and units that promote academic excellence and research development. These include faculties, institutes, directorates (Directorate of graduate studies Research and innovation, Directorate of Quality Assurance, Directorate of Open Distance and ELearning), the University Library, and the Academic Registrar’s Department.

Saphina Biira, an Associate Professor of Physics is the current Deputy Vice Chancellor academic Affairs and Research, having previously served as the Deputy Vice Chancellor for Finance and Administration, Head of Quality Assurance and Director Graduate Studies Research and Innovation where she contributed to enhancing academic standards and institutional effectiveness.

The Student Dean's Office

Each Public University must have a Dean of Students, who is chosen by the University Council on the advice of the Appointments Board and under guidelines established by the University Council, in accordance with the University and Other Tertiary Institutions Act 2001, as amended. As a result, Ms. Sophia Alum Acon is Busitema University's Dean of Students at the moment. She graduated from Makerere University with a Bachelor's Degree in Arts and a Master's Degree in Education management of educational institutions. Having held several administrative positions in various departments at Makerere University, Sophia has extensive experience in administration.

The main responsibility of this office is to supervise student welfare. Ms. Sophia held the position of Dean of Students at Uganda Martyrs University for five(5) years prior to joining Busitema in 2016. As the Faculty Dean, she oversees the administrative responsibilities of a particular faculty on behalf of the University Management, in keeping with Busitema University's unique six (6) campuses. Under the Vice-Chancellor's supervision is the Student Dean.

Office of the University Secretary

The University and other Tertiary Institutions Act 2001, as amended, requires each Public University to have a University Secretary, who is appointed by the University Council on the recommendation of the Appointments Board of that University and on terms and conditions determined by the University Council. As such, Mr. Matsiko Abert Mutungwire is the current Busitema University University Secretary. Mr. Matsiko's areas of expertise are; staff recruitment and selection, administration of entitlements/benefits, and providing policy advice and guidance to both staff and management. He supports workforce planning, budgeting, staff training and development, performance and management, employee relationships, administration of justice, human resources information systems, planning, organizing, and providing oversight responsibility to timely delivery outputs with clear performance indicators linked to the strategic direction of Busitema University. The major mandate of this office is the  general administration of the University, including the custody of the seal and administration of its assets. Besides, the University Secretary serves as the Secretary to the University Council as well as an Accounting Officer of the University. The University Secretary is responsible to the Vice Chancellor

Vice Chancellor’s Office

This office's foremost objective is to provide Academic and Administrative leadership to the University in order to guarantee that financial and human resources are used effectively and in compliance with the law, University regulations, and strategic plan. The Chief Executive Officer of the University is the Vice Chancellor. According to Section 31 of the University and Other Tertiary Institutions Act of 2001, as amended, the Vice Chancellor is in charge of the Academic, administrative, and financial affairs of the University. In the scenario that a Chancellor is not present, the Vice Chancellor presides over Ceremonial assemblies and bestows Degrees and other Academic titles and distinctions.

Through its Chairperson, the Vice Chancellor replies directly to the University Council. Indirectly, the Vice Chancellor is accountable to the Faculty Deans, Institute Directors, Dean of Students, University Bursar, Deputy Vice Chancellor (Academic Affairs), Deputy Vice Chancellor (Finance and Administration), University Secretary, Academic Registrar, University Librarian, Dean of Students, and Director - Internal Audit as a member of the University's Management Team. At Busitema University, Professor Paul Waako serves as Vice Chancellor at the moment. Prior to being appointed vice chancellor, Prof. Waako served as the first Dean of the Busitema University Faculty of Health sciences. He was able to serve on numerous National and International expert committees because of his honesty and integrity. Prof. Waako has outstanding interpersonal, analytical, and problem-solving abilities, as evidenced by his numerous research publications in the roles of lead and co-researcher. He has authored a great deal of writing on the subjects of Conventional medicine,Drug development and Discovery, sensible medication use, and medicine supply networks.

Office of the DVC-Finance and Administration

The office of the DVC F&A derives its mandate from the University and other Tertiary institutions’ Act 2001 as amended. As such, the DVC F&A assists the Vice-Chancellor in the performance of his functions and in that regard He/she oversees the Finances and administration of the University. DVC F&A is responsible for the planning and development of the University in addition to Performing such other functions that may be delegated to  him/her by the Vice-Chancellor or assigned by the University Council.

Prof. Kamba Fadhiru Pakoyo is currently the Deputy Vice Chancellor for Finance and Administration. He has extensive experience in pharmaceutical management, pharmaceutical legislation, and molecular biology. He is a member of numerous international organisations. He is a seasoned administrator with alot of exprience in administration especialy in Higher Institutions of Learning . He has written numerous research articles and books in the field of health sciences.

By the nature of the establishment of Busitema University, Busitema University Library (BuLib) operates a decentralized library system that comprise of six (6) Campus Libraries of Busitema University located in Eastern Uganda. The Universities and Other Tertiary Institutions Act, 2006 (UOTIA Act, 2001, Rev. 2006) mandates the University Library to develop, collect, manage, disseminate, control and coordinate all library and information services of Busitema University. The Library envisions itself as a Distinctive Signifier of Excellence in the provision of library and information services in Africa and will achieve this by signifying excellence in the provision of World-Class library services to support the intellectual life of the University. Through demonstrating quality and value in the provision of services and programmes, Busitema University Library is confident of exceeding users' expectations, and retain users' loyalty. The University Library subscribes to the core values of Busitema University including; Respect, Professionalism, Customer First, Innovativeness, and Integrity.

The University Library is an academic unit whose overall administration is vested in the office of the University Librarian who reports to the Vice-Chancellor. The University Librarian, Dr. Fredrick Kiwuwa Lugya is a member of the Busitema University Top Management and Senate. The Library Management comprises of the University Librarian, the Deputy University Librarian and the six (6) Campus Librarians.

Office of the Academic Registrar

The Office of the Academic Registrar derives its mandate from the University and other Tertiary institutions’ Act 2001 as amended. It is  headed by the Academic Registrar who is  responsible to the Vice Chancellor. The Academic Registrar assists the First Deputy Vice Chancellor in charge of academics affairs to administer and organize all academic matters including admission, Development, Implementation and Review of the Curriculum, undergraduate and postgraduate studies, examination management, research and publication.

The Academic Registrar's office is located on the Main Campus (Faculty of Engineering and Technology) and has a number of staff members who maintain the efficient operation and smooth running of all the activities . Ms. Rehema Eton, the Deputy Academic Registrar who currently sits at the faculty of Agriculture and Animal Science in Arapai, assists the Academic Registrar. Given Busitema University's distinctiveness with six campuses, the Academic Registrar is represented by an Assistant Academic Registrar on each Campus. The Academic Registrar's department of Busitema University is divided into two sections: Admissions and Student Records, which is overseen by Mr. Ivan Mugabi, and Teaching, Learning, Examination Management, and Curriculum Development, which is overseen by Mr. Willy Kisaka.
