About the Office
The principal focus of the Office of the Deputy Vice Chancellor for Academic Affairs and Research is to advance the university’s mission by promoting excellence in teaching, research, innovation, and community engagement. The DVC-AA oversees the formulation and implementation of academic policies, research strategies, and quality assurance frameworks to ensure the highest standards of education at the University
In accordance with Section 32 of the Universities and Other Tertiary Institutions Act, 2001 (as amended), the Deputy Vice Chancellor for Academic Affairs serves as the First Deputy Vice Chancellor and assumes the functions of the Vice Chancellor on his/her absence. The Office of the Deputy Vice Chancellor for Academic Affairs oversees key divisions and units that promote academic excellence and research development. These include faculties, institutes, directorates (Directorate of graduate studies Research and innovation, Directorate of Quality Assurance, Directorate of Open Distance and ELearning), the University Library, and the Academic Registrar’s Department.
Saphina Biira, an Associate Professor of Physics is the current Deputy Vice Chancellor academic Affairs and Research, having previously served as the Deputy Vice Chancellor for Finance and Administration, Head of Quality Assurance and Director Graduate Studies Research and Innovation where she contributed to enhancing academic standards and institutional effectiveness.
The Student Dean's Office

Each Public University must have a Dean of Students, who is chosen by the University Council on the advice of the Appointments Board and under guidelines established by the University Council, in accordance with the University and Other Tertiary Institutions Act 2001, as amended. As a result, Ms. Sophia Alum Acon is Busitema University's Dean of Students at the moment. She graduated from Makerere University with a Bachelor's Degree in Arts and a Master's Degree in Education management of educational institutions. Having held several administrative positions in various departments at Makerere University, Sophia has extensive experience in administration.
The main responsibility of this office is to supervise student welfare. Ms. Sophia held the position of Dean of Students at Uganda Martyrs University for five(5) years prior to joining Busitema in 2016. As the Faculty Dean, she oversees the administrative responsibilities of a particular faculty on behalf of the University Management, in keeping with Busitema University's unique six (6) campuses. Under the Vice-Chancellor's supervision is the Student Dean.
Office of the University Secretary

The University and other Tertiary Institutions Act 2001, as amended, requires each Public University to have a University Secretary, who is appointed by the University Council on the recommendation of the Appointments Board of that University and on terms and conditions determined by the University Council. As such, Mr. Matsiko Abert Mutungwire is the current Busitema University University Secretary. Mr. Matsiko's areas of expertise are; staff recruitment and selection, administration of entitlements/benefits, and providing policy advice and guidance to both staff and management. He supports workforce planning, budgeting, staff training and development, performance and management, employee relationships, administration of justice, human resources information systems, planning, organizing, and providing oversight responsibility to timely delivery outputs with clear performance indicators linked to the strategic direction of Busitema University. The major mandate of this office is the general administration of the University, including the custody of the seal and administration of its assets. Besides, the University Secretary serves as the Secretary to the University Council as well as an Accounting Officer of the University. The University Secretary is responsible to the Vice Chancellor
Vice Chancellor’s Office

This office's foremost objective is to provide Academic and Administrative leadership to the University in order to guarantee that financial and human resources are used effectively and in compliance with the law, University regulations, and strategic plan. The Chief Executive Officer of the University is the Vice Chancellor. According to Section 31 of the University and Other Tertiary Institutions Act of 2001, as amended, the Vice Chancellor is in charge of the Academic, administrative, and financial affairs of the University. In the scenario that a Chancellor is not present, the Vice Chancellor presides over Ceremonial assemblies and bestows Degrees and other Academic titles and distinctions.
Through its Chairperson, the Vice Chancellor replies directly to the University Council. Indirectly, the Vice Chancellor is accountable to the Faculty Deans, Institute Directors, Dean of Students, University Bursar, Deputy Vice Chancellor (Academic Affairs), Deputy Vice Chancellor (Finance and Administration), University Secretary, Academic Registrar, University Librarian, Dean of Students, and Director - Internal Audit as a member of the University's Management Team. At Busitema University, Professor Paul Waako serves as Vice Chancellor at the moment. Prior to being appointed vice chancellor, Prof. Waako served as the first Dean of the Busitema University Faculty of Health sciences. He was able to serve on numerous National and International expert committees because of his honesty and integrity. Prof. Waako has outstanding interpersonal, analytical, and problem-solving abilities, as evidenced by his numerous research publications in the roles of lead and co-researcher. He has authored a great deal of writing on the subjects of Conventional medicine,Drug development and Discovery, sensible medication use, and medicine supply networks.
Office of the DVC-Finance and Administration

The office of the DVC F&A derives its mandate from the University and other Tertiary institutions’ Act 2001 as amended. As such, the DVC F&A assists the Vice-Chancellor in the performance of his functions and in that regard He/she oversees the Finances and administration of the University. DVC F&A is responsible for the planning and development of the University in addition to Performing such other functions that may be delegated to him/her by the Vice-Chancellor or assigned by the University Council.
Prof. Kamba Fadhiru Pakoyo is currently the Deputy Vice Chancellor for Finance and Administration. He has extensive experience in pharmaceutical management, pharmaceutical legislation, and molecular biology. He is a member of numerous international organisations. He is a seasoned administrator with alot of exprience in administration especialy in Higher Institutions of Learning . He has written numerous research articles and books in the field of health sciences.
Office of the University Librarian

By the nature of the establishment of Busitema University, Busitema University Library (BuLib) operates a decentralized library system that comprise of six (6) Campus Libraries of Busitema University located in Eastern Uganda. The Universities and Other Tertiary Institutions Act, 2006 (UOTIA Act, 2001, Rev. 2006) mandates the University Library to develop, collect, manage, disseminate, control and coordinate all library and information services of Busitema University. The Library envisions itself as a Distinctive Signifier of Excellence in the provision of library and information services in Africa and will achieve this by signifying excellence in the provision of World-Class library services to support the intellectual life of the University. Through demonstrating quality and value in the provision of services and programmes, Busitema University Library is confident of exceeding users' expectations, and retain users' loyalty. The University Library subscribes to the core values of Busitema University including; Respect, Professionalism, Customer First, Innovativeness, and Integrity.
The University Library is an academic unit whose overall administration is vested in the office of the University Librarian who reports to the Vice-Chancellor. The University Librarian, Dr. Fredrick Kiwuwa Lugya is a member of the Busitema University Top Management and Senate. The Library Management comprises of the University Librarian, the Deputy University Librarian and the six (6) Campus Librarians.
Office of the Academic Registrar

The Office of the Academic Registrar derives its mandate from the University and other Tertiary institutions’ Act 2001 as amended. It is headed by the Academic Registrar who is responsible to the Vice Chancellor. The Academic Registrar assists the First Deputy Vice Chancellor in charge of academics affairs to administer and organize all academic matters including admission, Development, Implementation and Review of the Curriculum, undergraduate and postgraduate studies, examination management, research and publication.
The Academic Registrar's office is located on the Main Campus (Faculty of Engineering and Technology) and has a number of staff members who maintain the efficient operation and smooth running of all the activities . Ms. Rehema Eton, the Deputy Academic Registrar who currently sits at the faculty of Agriculture and Animal Science in Arapai, assists the Academic Registrar. Given Busitema University's distinctiveness with six campuses, the Academic Registrar is represented by an Assistant Academic Registrar on each Campus. The Academic Registrar's department of Busitema University is divided into two sections: Admissions and Student Records, which is overseen by Mr. Ivan Mugabi, and Teaching, Learning, Examination Management, and Curriculum Development, which is overseen by Mr. Willy Kisaka.

- Carry out financial planning and management of the University budget
- Oversee the management of the university incomes, expenditures, and stores
- Maintain a sound financial accounting system, record keeping and internal controls
- Advise and enforce adherence to sound financial management policies, rules, procedures and professional practices in all financial and accounting transactions;
- Reconcile the books of accounts, produce and present the university final accounts and bank Statement to the relevant authorities; and
- Provide technical advice on response to audit queries and mandatory inquiries whenever necessary.

Duties & Responsibilities
- Managing the planning, budgeting and development process of the unit
- Coordinating the formulation and implementation of policies relating to student’s welfare activities/functions.
- Overseeing all non-academic programmes that are administered to students in the University including students Organizations, provision of health care services, guidance and counseling services, security and safety, food and accommodation.
- Reporting students’ misconduct/cases that require disciplinary action to ensure adherence to the University policies, rules and regulations.
- Administering Institutional Policies and Procedures relating to students stay and conduct at the University.
- Coordinating with campus constituencies and community leaders in managing co-curricular learning and service opportunities.
- Serving as liaison between students and University Management.
- Appraising the performance of staff in the Department.
Duties & Responsibilities
The University carries out the following duties and responsibilities;
- Serves as the Secretary to the University Council and its Committees, providing guidance to the Vice Chancellor and the Management team to facilitate Council in decision making and governance.
- Serves as the Accounting Officer of the University.
- Directs the management, inventory and safe custody of all assets of the University including the Seal and records.
- Directs the proper utilisation and accounting for the fiscal resources and other assets of the University as a designated Accounting Officer and reports to the Vice Chancellor and the University Council.
- Directs the preparation of the University annual budget and work plans.
- Manages and administers the human, fiscal and physical resources of the University in accordance with the existing laws, policies, regulations, guidelines, approved annual work plans and budgets.
- Communicates, interprets, guides and provides technical support in the implementation of Council policies and resolutions.
- Enforces accountability and transparency in the management and delivery of University administrative and financial services in line with existing laws, policies, regulations, guidelines and Council resolutions.
- Direct the procurement of University works, goods and services and disposal of assets in accordance with the appropriate laws, policies, regulations and guidelines.
- Promotes linkages between Schools, Institutes, Centers or other Academic bodies, Management, Council, Line Ministries, and other stakeholders for effective implementation of University programmes, operations, and policies and enhancing collaborative networks.
- Manages, counsels, and assesses the performance of staff in the Office of the University Secretary.
- Coordinates the provision of legal services and representation of the University in cases of civil litigation.
- Answers audit queries that may arise from the appropriate authorities and reports to Council the outcomes thereof
- Directs administration of security at the University.
- Sets performance targets, supervises and appraises staff of the Office of the University Secretary.
Duties & Responsibilities
- Spearheads and co-ordinates the development and review of policies, strategic plans and other interventions designed to achieve growth, academic and professional excellence in University programs
- As the Chief Executive of the University is responsible for maintaining efficiency, effectiveness and good governance of the University.
- Provides efficient leadership to the University through coordinating the effective implementation of strategic management plans and Council decisions.
- Directs and supervises the Senior Management Team responsible for the academic, financial and administrative functions of the University and monitors their performance in line with the prescribed performance
- Mobilizes both internal and external resources necessary for the implementation of the University policies, plans and programs.
- Oversees the acquisition and fair allocation of resource to various University academic bodies and administrative
- The Vice Chancellor is a Member of the University Council and presents the University’s position and recommendations on various issues and challenges requiring Council intervention as prescribed by law. Prepares periodic reports to Council.
- Responsible to the Council for the general conduct and discipline of University staff and students.
- Provides direction, resources, and oversight to establish and maintain a culture of compliance and to help ensure that research is conducted in accordance with the Laws of Uganda, local regulations, university and sponsoring agency policies and procedures.
- Takes appropriate steps to avoid conflicts of interest, or the appearance of conflicts of interest between financial or other personal interests and the goals and policies of the university.
- Provides direction, resources, and oversight to establish and maintain a culture of compliance and to help ensure adherence to all Laws/ regulations, policies and procedures related to conflicts of interest.
- Ensures compliance with university and sponsoring agency policies regarding conflicts of interest.
- Receives financial conflict of interest disclosures from the academic and institutional officers of the university.
- Resolves conflicts of interest of the academic and institutional officers of the university with the advice of the Directorate of Legal Affairs, and reports such resolutions periodically to the University Council.
- Establishes and maintains a regular and consultative relationship with students and their elected representatives on matters of academic programmes, students’ welfare, infrastructure and governance.

The office of the University Librarian carries out but not limited to the following duties and responsibilities;
- Coordinates the development and review of rules, regulations and guidelines for accessing books and other library materials in the University Library.
- Coordinates the acquisition process of books and other library materials in liaison with the academic departments and procurement Unit of the University.
- Develops guidelines governing the archival and retrieval of historic, fragile or intrinsically valuable materials of the University.
- Coordinates the review, updating and development of university policies, procedures and practices governing cataloguing of the University library materials in line with internationally acceptable practices and procedures.
- Liaises with the Security Office of the University to ensure security and safety of the University Library, in line with the University safety and security policies, procedures and practices.
- Coordinates training across the system to ensure that core procedures and practices are known and understood by the staff and students.
- Assesses the work place and work activities for significant health and safety risks through organizing safety inspections and audits.
- Coordinates the development and presents the library work plans and budgets to the relevant offices for incorporation into the overall University work plan and budget.
- Represents the University at national and international fora aimed at addressing issues and concerns of access and sharing of printed and electronically organized information.
- Accounts for the resources of the University library in accordance with the operating policies, rules, regulations and guidelines.

- Planning and coordinating curriculum development for all programmes and courses taught at the university.

- Directing and coordinating the implementation of regulations governing students’admission for all programmes, by ensuring that all students admitted to the various courses in the University have the required qualifications.
- Overseeing the preparation of timetables for teaching and examinations in different Faculties and campuses.
- Directing the safe custody of all documents and data relating to admissions, examinations and all academic results.
- Overseeing the maintenance and development of the student records system. This involves overseeing the implementation and development of technical and operational systems for managing student enrolment, registration, assessment, progress and

- Ensuring the provision of relevant, accurate and detailed student data, to support a wide variety of academic and administrative processes, including monitoring procedures,internal and external reporting requirements.Coordinating the timely preparation, setting and moderation of examinations.
- Directing compliance with approved university schedules for setting and marking of examinations and the release of result.
- Coordinating the marking of examinations and making all the arrangements to source for external examiners
- Overseeing the mechanism to ensure that there is no examination leakages or malpractice in all faculties.
- Coordinating and ensuring that Senate approves all results before they are released to the university community.
- Ensuring that Academic Ceremonies such as Graduation are successfully organized.
- Responsible for production of Academic Transcripts and Certificates.
- Responsible for the timely handling of election of Deans / Directors / Heads of Academic Departments.
