According to the University and other Tertiary institutions’ Act 2001 as amended. The office of  DVC-AA is mandated to have responsibility over the Academic affairs of the University and in  the absence of the Vice-Chancellor, DVC-AA performs the functions of Vice-Chancellor in addition to performing such other functions that may be delegated to him or her by the Vice Chancellor or assigned by the University Council. This office also ensures University’s performance in terms of the quality indicators set by the National Council for Higher Education and the Ministry of Education 

 Dr. Biira Saphina, who serves as the Vice Chancellor Academics Affairs , manages this office. Dr. Saphina Biira was previously the Deputy Director; Directorate of Quality Assurance, Senior Lecturer of Physics, and a member of the University Senate and its committees. She also serves on several university development committees and was previously a council member representing academic staff members. Dr. Biira has a Post Graduate Diploma in Monitoring and Evaluation from the Uganda Management Institute, a PhD in Physics (Materials Science & Nuclear Technology) from the University of Pretoria in South Africa, and a Master of Science (Physics) from Makerere University in Uganda,  BSc. Education (Maths & Physics) Gulu University  and a Diploma in Secondary Education (Kyambogo University) as well as a series of Management Training.

Duties & Responsibilities

  • Initiates, obtain approval of and promote policies, plans and programmes that enhance the academic and professional excellence of the University.
  • Oversees the development, implementation and review of the policy framework for monitoring the quality of teaching and teaming, standards and management of the University‘s academic programmes.
  • Spearheads the preparation of academic programmes and research in all Faculties, Schools, institutes, Colleges or other academic bodies.
  • Oversees the planning, development and review of undergraduate, post graduate, research programmes and any other academic programmes of the University.
  • Oversees the selection and admission of students.
  • Initiates and coordinate the development and review of curricula for academic programmes offered at the University.
  • Monitors compliance in setting and marking all examinations in accordance with established regulations.
  • Coordinates the appointment of academic staff and external examiners.
  • Oversees the optimal utilization and management of existing teaching and research funds and facilitions 
  • Performs any other functions as may be delegated by the Vice Chancellor or assigned by the University Council.
