Course Unit Description

This course introduces to participants the concepts, analytical issues and practices in the field of public policy, with special reference to developing nations and Uganda in particular. The course will provide a basic understanding of public policy processes and its associated analytical frameworks; the contemporary dilemmas in policy-making, implementation, monitoring and evaluation; and mechanisms to improve policy for development. An effort will be made to demonstrate the economic and political rationales offered for public intervention in our society and economy, and critique the many models analysts have created to describe the policy process.  

Course Objectives
This course aims at equipping the participants with:

  • Analytical and managerial tools of effective public policy frameworks. 
  • Understanding of public policy in the broad context of development; policy processes and its associated analytical models; the contemporary dilemmas in policy-making, implementation, monitoring and evaluation; and mechanisms to improve policy management. 

Learning Outcomes
At the end of the course the participants should be able to:

  • To formulate policies related to the sector they operate
  • Should be able to analyze and evaluate policies
  • Should be able to appreciate how policies in place influence the decision making process in their organizations
  • Should be able to appreciate how polices influence the strategic direction of the organization
