Course Unit Description

The course focuses on the formulation and evaluation of decentralization policies that have the potential of leading to democratic participation, economic growth/development and effective delivery of services. It diagnoses implementation failures and identifies conditions for successful decentralization policies and programmes and assesses the local government’s capacity building and reform strategies. 

Course Objectives

  • To enable students appreciate the different forms of decentralisation 
  • To equip students with knowledge concerning the evolution of decentralization policies 
  • To enable students learn the role of decentralization in the development process 
  • To provide students with knowledge regarding the challenges of decentralization
