As the first petroleum school of New China, Liaoning Shihua University (LSHU) was founded in Dalian in 1950, relocated to Fushun in 1953 and renamed Fushun Petroleum Institute in 1958. When transferred to the governance of the Liaoning Provincial Government in February, 2000, the institution changed its name to Liaoning Shihua University with the approval of the Ministry of Education (MOE) in February, 2002. In March, 2010, a partnership agreement was signed between LSHU and Liaoning Provincial Government, China National Petroleum Corporation (CNPC), China Petroleum & Chemical Corporation (SINOPEC) and China National Offshore Oil Corporation (CNOOC).
