Course Unit Title
Course Unit Description
This course explores the management and administration of development process and strategies in developing countries. Administration, in this context, refers to organization for the delivery of public policies, programs, and projects. The course will consider the main organizational forms and actors involved in the delivery of development policies, programs and projects. These include national and local government agencies, community organizations, cooperatives, NGOs, firms, international agencies and a variety of mixtures of these. The structure and behaviour of these organizational types and their interactions will be considered. The course will place an emphasis on case studies and students will prepare and present cases arising from their own experience, research and sectoral interests. Sectors may include agriculture, health, water, education, infrastructure development, housing, commerce, employment, credit, revenue, and security – all with a rural focus.
Course Objectives
The course is intended to:
- Introduce students to the role of the variety of actors and stakeholders involved in social development administration;
- Introduce students to a variety of rural administrative problems and relationships arising in a variety of rural development sectors;
- Provide students with an understanding of basic principles of intra- and inter-organizational studies; and
- Enhance students’ ability to define implementation problems for rural planning purposes
Learning Outcomes
At the end of this course students should be able to:
- Describe the basic principles of development administration, development management and organizational studies
- Demonstrate how and to what extent the basic principles of management and administration have been applied to the process of rural development in developing countries
- Describe and utilise the administrative planning tools including SWOT analysis, stakeholder analysis, and political mapping.
- Conduct case research on specific organizations or on specific policies, programs, projects or campaigns and present findings
